CAP Services assists clients with securing and maintaining housing by connecting them with resources, guidance, and support tailored to their individual needs.

Our staff can assist clients with their housing needs by assessing their circumstances and connecting them with CAP Services’ programs and other community resources. Services are available in Marquette, Portage, Outagamie, Waupaca, and Waushara Counties. *

Services Provided

We provide education, resources, referrals, and support to help individuals and families achieve and maintain housing stability.

  • Rental Arrears & Rent Assistance: Assistance and referrals for individuals and families experiencing difficulty paying rent or past-due rental balances.
  • Mortgage & Foreclosure Assistance: Support and referrals for homeowners facing mortgage challenges or foreclosure.
  • Down Payment Assistance: Resources and guidance for eligible individuals and families seeking assistance with purchasing a home.
  • Housing Stability Support: Services designed to help individuals and families maintain safe, stable, and affordable housing.
  • Landlord/Tenant Support & Mediation: Assistance with communication and conflict resolution between landlords and tenants.
  • Homeowner Education: Education on homeownership responsibilities and maintaining a stable home.
  • Renter Education: Education on tenant rights and responsibilities and maintaining a positive rental history.
  • Home & Rental Workshops: Educational workshops covering homeownership, renting, housing stability, financial readiness, and housing-related resources.


Eligibility Requirements

Our housing services are available to both homeowners and renters who live within CAP’s service area.

  • Homeowners and Renters: Housing counseling and education services are available to both homeowners and renters.
  • Service Area: Participants must reside in one of CAP’s service areas: Marquette, Portage, Outagamie, Waupaca, or Waushara County.
  • Housing Counseling: There are no income restrictions for general housing counseling and education services.
  • Financial Assistance: Income and other eligibility requirements apply to financial assistance programs, including rental arrears assistance, rent assistance, mortgage/foreclosure assistance, and down payment assistance. Eligibility is determined based on the requirements of each program and available funding.

HOME BUYERS DOWN PAYMENT ASSISTANCE

CAP’s Home Buyers Down Payment Assistance program is an income eligible program that provides down payment assistance and rehab assistance.

Buyers must contribute $1,000 of their own money to the home buying process and complete home buyer education. The down payment assistance can also be used for closing costs.

Assistance is provided as a 0% interest deferred loan, due when the home is sold, is no longer the primary residence, or title is transferred. The assistance is dependent on availability of funds.

You must be able to obtain a conventional mortgage which requires good credit and consistent income. CAP can then provide down payment and closing cost assistance.

The house must also meet Federal health and safety standards. To determine this, CAP staff complete a physical assessment of the home to determine what issues need to be addressed. Then CAP provides an additional interest deferred loan to cover repairs which must be completed within 6 months after closing on the home.

TO BE ELIGIBLE:

  • Your annual household income cannot exceed the maximum levels
  • You must have $1,000 of your own money to contribute to the process
  • You must be able to obtain a conventional mortgage which requires good credit-CAP housing counselors can help you improve your credit score
  • Property must be your primary residence. No mobile homes, farms, duplexes or businesses are eligible
  • You must complete 6 hours of home buyer education through CAP or an approved source
  • Property must meet federal health and safety standards
