CAP provides eligible households with rehab and repair services to ensure safe, decent, and sanitary housing that meets HUD Housing Quality Standards.

Repairs eligible for funding include:

  • Roof replacement
  • Door & window repair/replacement
  • Siding replacement
  • Foundation repair
  • Handicap accessibility modification
  • Wells & septic systems
  • Plumbing
  • Electrical
  • Heating system replacement
  • Water heater replacement
  • Lead hazard reduction measures

Eligibility Requirements:

  • Property must be your primary residence. No mobile homes, farms, duplexes, or businesses allowed.
  • The maximum fair market value of the property as shown on the tax assessment cannot be more than $209,000 after the repairs are made.
  • Property must be brought up to HUD’s Housing Quality Standards.
  • Your annual household income cannot exceed maximum levels (See table below).
  • You must have current homeowners insurance.
  • Property must show clear title. No liens, judgments, delinquent property taxes or special assessments.

Housing rehabilitation funds are provided to qualified income-eligible homeowners as a deferred loan due upon sale of the home, if you no longer live in the home, or if 30 years have passed from the date of the loan origination.

CAP performs an assessment of each home to determine what work is needed to meet HUD Housing Quality Standards. In order to qualify for the loan, the homeowner has to agree to all the recommended work. Rehabilitation work is performed by contractors selected by the borrower from an approved list.
